在欧盟，只有纺织品标签指令2008/121/EC（该指令是对同名指令96/74/EC指令及其修订的重新改写（recast），2008/121/EC指令生效后，96/74/EC指令及其修订即同时被废止）关于纺织纤维的标准名称、组成成分以及制造商等的要求是强制性的，关于保养标签、服装尺寸、生态标签的规定都是自愿性的。关于纺织品的原产地标签（Labels of origin）和社会/道德标签（Social/ethical labels），欧盟仍在酝酿、磋商中，值得关注。

Structure of the Directive 2008/121/EC
The Directive contains 20 Articles and 7 Annexes. The 20 Articles describe conditions and rules for labelling of textiles, and the procedures for adaptation of the directive to technical progress.

For instance:

Definition of textile product (Art.2)
Allowed tolerance in different fibres (Art. 5)
Languages to be used in labelling (Art. 8)
Cases when the Directive shall not apply (Art. 10)
Procedures for Amendments (Art. 16)
The 7 Annexes specify:

Fibre names and their description (Annex I )
Names to describe virgin wool products (Annex II)
Exceptions to mandatory labelling (Annex III)
Products requiring global marking (Annex IV)
Agreed allowance to calculate the mass of fibres (Annex V)
Information concerning consolidation of Directive (Annex VI&VII)

欧盟纺织品标签指令

《欧洲议会和理事会1996年12月16日关于纺织品名称的96/74/EC指令》（DIRECTIVE 96/74/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 December 1996 on textile names）也称“欧盟纺织品标签指令”，它规定了各个纺织纤维的标准名称、组成成分以及制造商等的标识方法，这些要求是强制性的。欧盟成立了纺织品名称和标签指令委员会，以帮助该指令适应技术进步，该委员会由欧盟成员国的专家代表组成。

保养标签

欧盟对纺织品保养的标签要求是自愿性的。

欧洲标准EN ISO 3758《纺织品－保养标签的图形符号规则》（Textiles－Care labeling code using symbols）等同采用国际标准；

许多欧盟国家也是GINTEX（International Association for Textile Care Labelling）的主要成员，采用GINTEX保养标签标识体系。GINTEX成员包括英、法、德、意大利、西班牙、葡萄牙、荷兰、瑞士、奥地利、比利时、捷克、卢森堡、芬兰、希腊等。

服装尺寸

欧盟对服装尺寸的标签要求是自愿性的，主要见之于欧洲标准EN 13402系列，系列标准有4个部分：

EN 13402-1 《服装尺寸的名称与符号.第1部分：术语、定义和人体测量过程》（Terms, definitions and body measurement procedures）
EN 13402-2 《服装尺寸的名称与符号.第2部分:主要和次要尺寸》(Primary and secondary dimensions)
EN 13402-3 《服装尺寸的名称与符号.第3部分：量度尺寸和尺寸间隔》(Measurements and intervals)
EN 13402-4 《服装尺寸的名称与符号.第4部分：尺寸体系》(Coding system)

生态标签（Eco-label）

欧盟实施的纺织品生态标签（Eco-label）是自愿性的，具体规定见之于以下两个法律文件：

欧洲议会和理事会2000年7月17日关于经修订的授予欧洲共同体生态标签计划的(EC) No 1980/2000条例（Regulation (EC) No 1980/2000 of the European Parliament and of the Council of 17 July 2000 on a revised Community eco-label award scheme）
欧盟委员会2002年5月15日关于为纺织品授予欧洲共同体生态标签制定生态标准并修订1999/178/EC决定的2002/371/EC决定（2002/371/EC: Commission Decision of 15 May 2002 establishing the ecological criteria for the award of the Community eco-label to textile products and amending Decision）

生态纺织认证标签（Oeko-Tex label）

生态纺织认证标签（Oeko-Tex label）是国际纺织品生态研究检验协会（International Association for Research and Testing in the Field of Textile Ecology）依据其制定的Oeko-Tex Standard 100、Oeko-Tex Standard 1000标准实施的产品和/或生产的生态认证。该标签是自愿性的。

纺织品原产地标签和社会/道德标签

对于欧盟纺织品原产地标签（Labels of origin）和社会/道德责任标签（Social/ethical labels）的规定，纺织品的生态标签（Eco-label）的进一步修订，以及这3种标签如何进一步整合，欧盟有关各方仍在酝酿、磋商中，没有形成统一的正式意见和结果，应关注其进展。
