欧盟食品标签立法的基本情况是怎样的？
欧洲联盟(简称欧盟，European Union，EU)是由欧洲共同体（European Community）发展而来的，是一个集政治实体和经济实体于一身、在世界上具有重要影响的区域一体化组织，成员国家一起建立起了统一的、取消内部边界的大市场。
目前协调、推动成员国制定统一的欧盟食品标签法规是《食品的标签、介绍和广告指令2000/13/EC》，以及一些有关的食品标签专项指令。它们的首要考虑是为消费者提供信息和保护消费者的利益。
欧盟有关食品标签的法规采取了两种立法体系，一种是“横向”法规体系，规定各种食品标签共同的内容，比如食品标签的营养标识规定等内容的法规；一种是“纵向”法规体系，针对的是各种特定食品，比如巧克力产品、牛肉、葡萄酒等食品的标签的法规。
由于欧盟的食品标签法规是作为一个地区性经济共同体制定的，故在食品进入这一地区时，标签不但要遵守欧盟法规，还要符合具体输往国的规定。
欧盟规定，成员国在制定、变更本国法规时，应将所采用的新法规及实施的理由通报欧盟员委会和其他成员国。欧委会将启动批准程序，批准后发出准许通报，该成员国在通报发出3个月后方可实施新法规。
欧盟有哪些食品标签的法规性文件？
下面给出食品标签的欧盟法规（或通报）等文件的清单。
一、欧盟食品标签“横向”法规
1．2000年3月20日关于协调各成员国有关食品的标签、说明和广告的法律的欧洲议会和部长理事会指令2000/13/EC（Directive 2000/13/EC） of the European Parliament and of the Council of 20 March 2000 on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs
该指令又称欧盟食品标签指令，以下2至6项是对本指令2000/13/EC的修订。
